8th Pay Commission Level 1 Salary 2026: Expected Basic Pay & In-Hand Salary
The 8th Pay Commission Level 1 salary in 2026 is expected to increase significantly once the Government of India approves the final fitment factor. Employees with the current Level 1 basic pay of ₹18,000 may see the revised basic pay range from ₹34,560 to ₹51,480, depending on the fitment factor adopted.
As of June 2026, the 8th Pay Commission has been announced, but the government has not officially notified the revised pay matrix or fitment factor. Most salary estimates are therefore based on three widely discussed scenarios: 1.92×, 2.28×, and 2.86×.
Expected Level 1 Basic Pay After 8th Pay Commission
The following estimates compare the current Level 1 basic pay with projected salaries under different fitment factors.
| Fitment Factor | Current Basic Pay | Estimated New Basic Pay | Increase |
|---|---|---|---|
| 1.92× | ₹18,000 | ₹34,560 | ₹16,560 |
| 2.28× | ₹18,000 | ₹41,040 | ₹23,040 |
| 2.86× | ₹18,000 | ₹51,480 | ₹33,480 |
Employee organisations have proposed different fitment factors over the past few months. While 2.28× is frequently discussed in media reports, no official confirmation has been issued.
Who Comes Under Pay Level 1?
Pay Level 1 is the entry level of the Central Government Pay Matrix introduced under the 7th Pay Commission.
Typical Level 1 posts include:
- Multi Tasking Staff (MTS)
- Office Attendant
- Peon
- Safai Karamchari
- Support Staff
- Other Group C entry-level positions
The exact designation varies across ministries, departments and central government organisations.
Estimated In-Hand Salary for Level 1 Employees
Basic pay is only one part of your monthly salary. Actual take-home income depends on allowances and deductions applicable to your posting.
| Salary Component | Current | Estimated (2.28×) |
|---|---|---|
| Basic Pay | ₹18,000 | ₹41,040 |
| Dearness Allowance | Applicable | 0% (initially) |
| House Rent Allowance* | ₹5,400 | ₹12,312 |
| Transport Allowance | ₹3,600 | ₹3,600 |
| Estimated Gross Salary | ₹37,800 | ₹56,952 |
*Illustration assumes X-Class city HRA. Actual HRA depends on whether your posting falls under X, Y or Z city classification.
Why Does Dearness Allowance Become Zero?
Many employees expect the existing Dearness Allowance (DA) percentage to continue after implementation of the new pay commission. That is not how previous pay commissions have worked.
When a new pay commission is implemented, the accumulated DA is generally merged into the revised basic pay through the fitment factor. The DA percentage then starts again from zero and increases gradually through future revisions announced by the government.
How Much Could Level 1 Salary Increase?
| Scenario | Increase | Approximate Hike |
|---|---|---|
| 1.92× | ₹16,560 | 92% |
| 2.28× | ₹23,040 | 128% |
| 2.86× | ₹33,480 | 186% |
Even under the conservative estimate, Level 1 employees could receive a substantial increase in basic pay compared with the current pay structure.
Will Every Level 1 Employee Receive the Same Salary?
No. Two employees with the same basic pay may receive different in-hand salaries because of:
- HRA based on city classification
- Transport allowance eligibility
- NPS deductions
- Income tax deductions
- Professional tax (where applicable)
- Other departmental allowances
For this reason, basic pay estimates should not be treated as exact take-home salary.
Expected Arrears After Implementation
If the revised pay structure is implemented with retrospective effect, eligible employees may receive salary arrears for the period between the effective date and the implementation date.
| Illustrative Delay | Estimated Arrears (2.28× Scenario) |
|---|---|
| 6 Months | Around ₹1.1 lakh |
| 12 Months | Around ₹2.3 lakh |
| 18 Months | Around ₹3.4 lakh |
These values are indicative only and will change depending on the approved pay structure, allowances and implementation timeline.
